There are some taxis than are not legal, but they are cheaper and also safe as the real ones... they are identified with a little ribbon or flag in the antenna
Wanna do something between midday and 5 pm? -- People sleeps between this hours in most cities of Uruguay, specially the ones in the northern places (in spanish this thing is called "siesta" and means to sleep after have lunch). Also many shops are close !!!
It's not easy to find a clasical restaurant in this city... In dowtown, nearby the bus station it's placed the Club Deportivo which has a restaurant in the 1st. floor. Good food, good price...
